“A person needs the state to become the person that he has it in him to become.” (William Earnest Hocking)
Earnest,…

Maheen Aziz

“A person needs the state to become the person that he has it in him to become.” (William Earnest Hocking)

Earnest, Plato and other philosophers were right by comparing a state with an individual. Like an individual has friends, enemies, and some people who always remain in ignorance list of them. Individual has moods behaviors, aggression, and temperament and with some he keeps kinship on the basis of his engrossments.

Likewise a state has all the sparks which an individual has. But at a flyspeck the state has a different definition of existence that she needs to fulfill the exigency of territory, population, government, and sovereignty then it is called a state and spring on the globe.

But what is one of the reasons that even after fulfilling all the requirements a state faces failure? What is that factor which let the state to beg and never move up for development? What is the fifth factor that adds fuel to fire? The one factor that turfs a state while the state stands on its four pillars but still that fifth element can swab away the dust?

That element is “the Foreign Policy” of a state that works as a shelter and keeps any state away from hard times.

Many of the people do not know what Foreign Policy is and how much importance it has in making a state stronger.

Firstly it should be halcyon in our minds that what the exact and true definition of foriegn policy is and why this is of so much preponderancy to a state to keep the surrounding environment healthy and safe.

Many publicists and philosophers have marked the definition of foreign policy but I would aggrandize to quote Anderson’s easy definition;

“Foreign policy is a formation and implementation of principles of groups which shape the behavior pattern of a state with other states to promote and protect its vital interest.”

Foreign policy is the road map for every state. It is the most challenging task to be done on prerogative basis. It has nothing to do with the puppets of the government but with the state. While the focus should only be the national interest, national prosperity, welfare, security for its own international economy and benevolent as well as diplomatic relations with other states.

It is the most important ingredient to cook the best quality dish that would serve the nation for ages and leave its taste in everyone’s mouth so the next generations would paint the town happily. Unless the beholders do not make a good recipe they would never get a chance to enjoy the results.

The developed countries today were not born developed. They have made histories of internal as well as external fracas of mindsets. Though the best thing they have ever done is that they launder their history and learn from it before other comes to teach them from their own past times.

The developed countries like United States of America, United Kingdom, China, Russia and others have made their foreign policies for ages. The foreign policy which is made by them has no entanglement with the change of the government. After the 9/11 incident, the 43th President of the United States George W. Bush used the term War On Terrorism which had been a lawful act of the U.S presidency and became the order of the pentagon. Further to eradicate the evil minds and other jihadist zealot organizations military campaign has been made which was named as NATO.

The 44th president of the United States Barack Obama continued the same policy for the extremists’ jihadis from 2009 till now. He could have drafted the policies of a republican president but he did not do so because the policy seems to be in the flow of the security and national welfare. The NATO forces are still running their target campaign all over the world with the shoulder of other developed democratic countries.

Their policies do not change with the change of the government but the government continues the policies unless there is a need of amendments and eradication. No matter which political party wins the democrats or the republicans but the only focus is national security and development of the state.

Not only United States, Other developed states like Sweden(GDP$485 billion) ,Germany(GDP$3.5 trillion) ,U.K(GDP $2.445 trillion) ,China(GDP$7.3 trillion),Norway(GDP$485.8 billion),Ireland(GDP$203.8 trillion) ,Netherland (GDP$B32.1 billion)Australia (GDP$918.9 billion),and Russia. These all countries are on the list of the highly developed countries because they have defined their foreign policy of many years and this lead these states to strengthen their foreign affairs relations and political economy. This is the reason they are emerging as the super powers of the world and No corporeality which party comes and which party goes they are not caged in internal combats and let the policies go to focus their goals and aims.

China has defined its 100 years policy and today China stand among the top 10 countries who are the emerging powers and whose foreign policy is highly influential.

Alas! regrettably Pakistan is among one of the states who has bequeath with everything but all goes in vain when one is bestowed with the treasure but inevitably you pin a hole in bag and the treasure falls out of the bag and we never bother to look back a while that what are we loosing.

From the time Pakistan came into being all the way till now Pakistan has always been encumbered and dictated. She never got a chance to come out with all she has because the beholders have always ignored the importance of the foreign relations with Pakistan without thinking of the drawbacks.

Have we thought what has made the other countries an imperium? What is that one element Pakistan lacks to focus on and other countries have done it well?

That is their strong and effective policies because of which they are running their states so well and year by year invigorating themselves. And the same brawniness lacks in Pakistan’s policies in spite these policies are less implemented and more confused.

Along with wars the developed states have never turn their head from the matter of foreign policy and always gave first look to it. The United States had made Council On Foreign Relations (1921) that shares free ideas on the exchange and improvement of foreign relations. Foreign Policy Institute (FPI) made in Turkey (1947) works to enlarge its activities to cover international affairs. French Institute Of International Affairs founded in 1979 which works as a think tank of French international affairs. German Council on Foreign Relations made by Germany to understand and share the decisions made on policies. International Institute for Strategic Studies (IISS) made in 1958 by United Kingdom and many other countries have made research centers and institutes which help them to analyze their policies on international level and pass their ideas of amendments or change of policies from desk to desk.

Whereas Pakistan Institute Of International Affairs was founded in 1947 but lamentably all the international issues like Kashmir Issue,9/11 Incident, Pak-Afghan relations, Pak-India relations and International security are still in offing although these issues are the bone of contention in between Pakistan and her fellow states.

But no such policies have ever being defined by the government of Pakistan no matter the government comes in boots or in civil dress. The cardinal contradiction of mental outlooks began from the times of Zia-ul-Haq (1978-1988) who gathered all the political parties and stake holders on a table and had made policies in favor of the jihadis with mutual negotiations but later when Pervez Musharraf (1999-2008) came in power he declared Zia-ul-Haq policies bogus and alarmed the policies against jihadis.

This fight of mental outlook gave birth to a new trouble that the stake holders scattered into two groups amidst one calls the War On Terrorism is our war and the other group calls the War On Terrorism is the killing of innocents and exemplary.

This is the biggest befuddling in the minds of the Pakistani nation that either to call this war as ours or should not. The policy for the extremists is still untouched and unlooked so that is why the nation is rambled in two mindsets. One appreciates the extremism and the others say a big NO to it.

Till today we have lost more than 65 million dollars of our economy, the number of deaths have exceeded more than 40,000 but still the nation is confused in deciding to call this war is ours or not.

The other hindrance on the way to success of Pakistan is her foreign Policy for the neighboring countries which had given a big trauma of alienation to Pakistan in late 50′s and 60′s and made all border fellows her enemies. When Pakistan was invited from both Russia and USA to visit them at that moment Pakistan accepted the invitation of USA to build strong tied relations with her, whereas this put Pakistan in a hard situation and Russia got cross on Pakistan’s straight ignorance towards them.

In 1954 Pakistan joint SAETO and in 1959 joint CENTO on USA’s invitation because Pakistan wanted to boost her military and forces to get out of the threat of India. But this brought nothing to Pakistan except Russia-Pakistan relation’s got totally more clamorous on international level.

Later when Zulfiqar Ali Bhutto became the prime minister he took initiative to step ahead towards Russia and China for friendly relations with Pakistan and tried to overcome the bloopers Pakistan had made so far and today every street kid knows the history of Pak-China friendship. Otherwise Pakistan could have gone through terrible emanations because of the foreign policies made that time which gave no importance to the neighboring countries instead shook hands with the country which flight takes 2 days to reach there and this led all the border fellows of Pakistan to become her enemy.

Foreign policy is the only magic stick a state could have to make a friend an enemy and an enemy a friend.

Now, this is the biggest challenge for the upcoming government of Pakistan to seriously look over the foreign policy made by the past governments. There is a barn door need to bring all the stake holders, politicians and masterminds on the same platform to sort out and to make a new foreign policy which triggers good relations with neighboring states like Iran, Afghanistan, China, and India. Also to make research centers and institutes which help the country to get ideas from many brains and come to a good conclusion. If this element is a bit ignored than it would bring disastrous outcomes for the country with high risk of unannounced attack.

Moreover, it would lead to increase the defense budget of Pakistan which goes already in more than 500 billion but increases 10-12% every year and would lead to defense risk as well. Bad relations with border fellows would lead to extreme hatred and would also affect the residence of Pakistani community in those neighbor states, would affect the trade graph, GDP and squeeze the budget of the other departments. The main focus would be defense to protect the borders (Land, Sea, Air) from neighboring attacks as Pakistan is a vulnerable country and already fighting at two of its borders. War On Terror and Pak-India conflicts are always a hot cake to serve.

By bringing the neighbor states closer and in confidence of acquaintanceship the threats and attack chances from the fellow states would be extremely lesser than one can imagine. The best way towards it is negotiation and through dialogue.

Buddy-Buddy relations with the neighbor countries would boost the trade market among the neighbor states on the 7th sky that the superpowers would think 100 times before infringing in any of the fellow state because the super powers are super powers due to their economy and GDP.

There is an immense need of the new government of Pakistan to make the foreign policy with the consultations of the beholders and drivers of the country to make it long-term so no matter who comes after whom, would not affect the policies and would not agitate and astound the nation’s behavior towards bystander countries.

The nation would know how to respond to which country. What are our policies towards which state and which war is ours and which is not ours.

The new foreign policy should not be aggressive, under lean, and close ended. It should be flexible, open ended, friendly with the bystander states and diplomatic with the antagonists and opponents but very well defined in order to pull back the nation out of confusing decisions and every word of the policy should be known and clear to the fellows and to the nation so the future blunders could be eschew.

There should be no abashment in accepting the fact of having a bad foreign policy for many years which is the root cause of the external pang on the name of religion and on the name of nation as well.

We do not want to be called Pakistanis we face embarrassment while telling someone that we are a Pakistani because we have always been encumbered by the super powers and we never had a look that where do we lack that makes us to come under dictation of others.

But this is a great contingency for the new government to make a new foreign policy that would lead the country towards fame and eminence and guardian the state from external bugs. If still the government is going to be lethargic in sorting out the policies and leave Pakistan on the mercy of other states then no wonder the time would come when Pakistan would be left on the mercy of the superpowers because Foreign Policy is an anti pesticide spray that would keep the pests away and would not let them to grow and invade the whole country but ignoring the matter is like letting termites eat wood which slowly makes the base weaker and suddenly the whole structure falls down to floor.
